Journal Publishers Propose to Run a Clearinghouse for Open Research
If journal publishers, with the backing of the Association of American Publishers, get congressional approval to implement a public access clearinghouse, one blogger states "this would be the equivalent of the NRA running background checks on firearms purchases."
